SEBERAPA PENTING MATA KULIAH KEWARGANEGARAAN BAGI MAHASISWA

BAB I

PENDAHULUAN

1.1 Latar Belakang

Setiap kali kita mendengar kata kewarganegaraan, secara tidak langsung otak merespon dan mengaitkan kewarganegaraan dengan pelajaran kewarganegaraan pada saat sekolah, dan mata kuliah kewarganegaraan pada saat kita kuliah. Bisa jadi kata kewarganegaraan didalam memori otak tersimpan dengan baik karena setiap tahun dari sekolah dasar hingga sekolah menengah atas ada pelajaraan tersebut, dan hingga kini dibangku perkuliahaan pun ternyata kita masih mempelajarinya. Akan tetapi mungkin lebih dalam karena membahas seberapa pentingnya pendidikan kewarganegaraan bagi mahasiswa dan lebih spesifiknya bagi kehidupan berbangsa dan bernegara.

1.2 Tujuan

Tujuan dari dibuatnya tugas ini tidak lain untuk mengetahui seberapa pentingkah mata kuliah pendidikan bagi mahasiswa khususnya dan mengembangkan kepekaan jati diri dan moral bangsa dalam perikehidupan bangsa. Serta menyadarkan para mahasiswa yang menganggap enteng mata kuliah tsb jikalau mata kuliah pendidikan itu sebenarnya sangat penting karena dalam konteks indonesia pendidikan kewarganegaraan berisi prularisme yakni sikap menghargai keragaman, pembelajaran kolaboratif, dan kreatifitas dan juga mengajarkan nilai-nilai kewarganegaraan dalam kerangka identitas nasional.

PEMBAHASAN

Pengertian dan Landasan Hukum Pilkada

Kata demokrasi berasal dari bahasa Yunani yaitu demos yang berarti rakyat dan kratos yang berarti pemerintahan. Sehingga demokrasi dapat diartikan pemerintahan dari rakyat dari rakyat, oleh rakyat, untuk rakyat. Pemerintahan yang kewenangannya pada rakyat. Semua anggota masyarakat (yang memenuhi syarat ) diikutsertakan dalam kehidupan kenegaraan dalam aktivitas pemilu. Pelaksanaan dari demokrasi ini telah dilakukan dari dahulu di berbagai daerah di Indonesia hingga Indonesia merdeka sampai sekarang ini. Demokrasi di negara Indonesia bersumberkan dari Pancasila dan UUD ’45 sehingga sering disebut dengan demokrasi pancasila. Demokrasi Pancasila berintikan musyawarah untuk mencapai mufakat, dengan berpangkal tolak pada faham kekeluargaan dan kegotongroyongan

Indonesia pertamakali dalam melaksanakan Pemilu pada akhir tahun 1955 yang diikuti oleh banyak partai ataupun perseorangan. Dan pada tahun 2004 telah dilaksanakan pemilu yang secara langsung untuk memilih wakil wakil rakyat serta presiden dan wakilnya. Dan sekarang ini mulai bulan Juni 2005 telah dilaksanakan Pemilihan Kepala Daerah atau sering disebut pilkada langsung. Pilkada ini merupakan sarana perwujudan kedaulatan rakyat. Ada lima pertimbangan penting penyelenggaraan pilkada langsung bagi perkembangan demokrasi di Indonesia.

1. Pilkada langsung merupakan jawaban atas tuntutan aspirasi rakyat karena pemilihan presiden dan wakil presiden, DPR, DPD, bahkan kepala desa selama ini telah dilakukan secara langsung.

2. Pilkada langsung merupakan perwujudan konstitusi dan UUD 1945. Seperti telah diamanatkan Pasal 18 Ayat (4) UUD 1945, Gubernur, Bupati dan Wali Kota, masing-masing sebagai kepala pemerintahan daerah provinsi, kabupaten, dan kota dipilih secara demokratis. Hal ini telah diatur dalam UU No 32 Tahun 2005 tentang Pemilihan, Pengesahan, Pengangkatan, dan Pemberhentian Kepala Daerah dan Wakil Kepala Daerah.

3. Pilkada langsung sebagai sarana pembelajaran demokrasi (politik) bagi rakyat (civic education). Ia menjadi media pembelajaran praktik berdemokrasi bagi rakyat yang diharapkan dapat membentuk kesadaran kolektif segenap unsur bangsa tentang pentingnya memilih pemimpin yang benar sesuai nuraninya.

4. Pilkada langsung sebagai sarana untuk memperkuat otonomi daerah. Keberhasilan otonomi daerah salah satunya juga ditentukan oleh pemimpin lokal. Semakin baik pemimpin lokal yang dihasilkan dalam pilkada langsung 2005, maka komitmen pemimpin lokal dalam mewujudkan tujuan otonomi daerah, antara lain untuk meningkatkan kesejahteraan masyarakat dengan selalu memerhatikan kepentingan dan aspirasi masyarakat agar dapat diwujudkan.

5. Pilkada langsung merupakan sarana penting bagi proses kaderisasi kepemimpinan nasional. Disadari atau tidak, stock kepemimpinan nasional amat terbatas. Dari jumlah penduduk Indonesia yang lebih dari 200 juta, jumlah pemimpin nasional yang kita miliki hanya beberapa. Mereka sebagian besar para pemimpin partai politik besar yang memenangi Pemilu 2004. Karena itu, harapan akan lahirnya pemimpin nasional justru dari pilkada langsung ini.

Pelaksanaan dan Penyelewengan Pilkada

Pilkada ini ditujukan untuk memilih Kepala daerah di 226 wilayah yang tersebar dalam 11 provinsi dan 215 di kabupaten dan kota. Rakyat memilih kepala daerah masing masing secara langsung dan sesuai hati nurani masing masing. Dengan begini diharapkan kepala daerah yang terpilih merupakan pilihan rakyat daerah tersebut. Dalam pelaksanaannya pilkada dilaksanakan oleh Komisi Pemilihan Umum Daerah masing masing. Tugas yang dilaksanakan KPUD ini sangat berat yaitu mengatur pelaksanaan pilkada ini agar dapat terlaksana dengan demokratis. Mulai dari seleksi bakal calon, persiapan kertas suara, hingga pelaksanaan pilkada ini.

Dalam pelaksanaannya selalu saja ada masalah yang timbul. Seringkali ditemukan pemakaian ijasah palsu oleh bakal calon. Hal ini sangat memprihatinkan sekali . Seandainya calon tersebut dapat lolos bagai mana nantinya daerah tersebut karena telah dipimpin oleh orang yang bermental korup. Karena mulai dari awal saja sudah menggunakan cara yang tidak benar. Dan juga biaya untuk menjadi calon yang tidak sedikit, jika tidak iklas ingin memimpin maka tidakan yang pertama adalah mencari cara bagaimana supaya uangnya dapat segera kemali atau “balik modal”. Ini sangat berbahaya sekali.

Dalam pelaksanaan pilkada ini pasti ada yang menang dan ada yang kalah. Seringkali bagi pihak yang kalah tidak dapat menerima kekalahannya dengan lapang dada. Sehingga dia akan mengerahkan massanya untuk mendatangi KPUD setempat. Kasus kasus yang masih hangat yaitu pembakaran kantor KPUD salah satu provinsi di pulau sumatra. Hal ini membuktikan sangat rendahnya kesadaran politik masyarakat. Sehingga dari KPUD sebelum melaksanakan pemilihan umum, sering kali melakukan Ikrar siap menang dan siap kalah. Namun tetap saja timbul masalah masalah tersebut.

Selain masalah dari para bakal calon, terdapat juga permasalahan yang timbul dari KPUD setempat. Misalnya saja di Jakarta, para anggota KPUD terbukti melakukan korupsi dana Pemilu tersebut. Dana yang seharusnya untuk pelakasanaan pemilu ternyata dikorupsi. Tindakan ini sangat memprihatinkan. Dari sini dapat kita lihat yaitu rendahnya mental para penjabat. Dengan mudah mereka memanfaatkan jabatannya untuk kesenangan dirinya sendiri. Dan mungkin juga ketika proses penyeleksian bakal calon juga kejadian seperti ini. Misalnya agar bisa lolos seleksi maka harus membayar puluhan juta.

Dalam pelaksanaan pilkada di lapangan banyak sekali ditemukan penyelewengan penyelewengan. Kecurangan ini dilakukan oleh para bakal calon seperti :

Money politik

Sepertinya money politik ini selalu saja menyertai dalam setiap pelaksanaan pilkada. Dengan memanfaatkan masalah ekonomi masyarakat yang cenderung masih rendah, maka dengan mudah mereka dapat diperalat dengan mudah. Contoh yang nyata saja yaitu di lingkungan penulis yaitu desa Karangwetan, Tegaltirto, Berbah, Sleman, juga terjadi hal tersebut. Yaitu salah satu dari kader bakal calon membagi bagikan uang kapada masyarakat dengan syarat harus memilih bakal calon tertentu. Tapi memang dengan uang dapat membeli segalanya. Dengan masih rendahnya tingkat pendidikan seseorang maka dengan mudah orang itu dapat diperalat dan diatur dengan mudah hanya karena uang.

Jadi sangat rasional sekali jika untuk menjadi calon kepala daerah harus mempunyai uang yang banyak. Karena untuk biaya ini, biaya itu.

Intimidasi

Intimidasi ini juga sangat bahaya. Sebagai contoh juga yaitu di daerah penulis oknum pegawai pemerintah melakukan intimidasi terhadap warga agar mencoblos salah satu calon. Hal ini sangat menyeleweng sekali dari aturan pelaksanaan pemilu.

Pendahuluan start kampanye

Tindakan ini paling sering terjadi. Padahal sudah sangat jelas sekali aturan aturan yang berlaku dalam pemilu tersebut. Berbagai cara dilakukan seperti pemasangan baliho, spanduk, selebaran. Sering juga untuk bakal calon yang merupakan Kepala daerah saat itu melakukan kunjungan keberbagai daerah. Kunjungan ini intensitasnya sangat tinggi ketika mendekati pemilu. Ini sangat berlawanan yaitu ketika sedang memimpin dulu. Selain itu media TV lokal sering digunakan sebagi media kampanye. Bakal calon menyam paikan visi misinya dalam acara tersbut padahal jadwal pelaksanaan kampanye belum dimulai.

Kampanye negatif

Kampanye negatif ini dapat timbul karena kurangnya sosialisasi bakal calon kepada masyarakat. Hal ini disebabkan karena sebagian masyarakat masih sangat kurang terhadap pentingnya informasi. Jadi mereka hanya “manut” dengan orang yang disekitar mereka yang menjadi panutannya. Kampanye negatif ini dapat mengarah dengan munculnya fitnah yang dapat merusak integritas daerah tersebut.

PENUTUP

1. Kesimpulan.

Undang–Undang Nomor 2 Tahun 1989 menjelaskan bahwa yang dimaksud dengan Pendidikan Kewarganegaraan adalah hubungan negara dengan warga negara, antara warga negara serta Pendidikan Pendahuluan Bela Negara. Pendidikan Kewarganegaraan di Perguruan Tinggi harus terus ditingkatkan guna menjawab tantangan masa depan, sehingga keluaran peserta didik memiliki semangat juang yang tinggi dan kesadaran bela negara sesuai bidang profesi masing-masing demi tetap tegak dan utuhnya NKRI.

Perguruan Tinggi perlu mendapatkan Pendidikan Kewarganegaraan karena Perguruan Tinggi sebagai institusi ilmiah bertugas secara terus menerus mengembangkan ilmu pengetahuan dan Perguruan Tinggi sebagai instrumen nasional bertugas sebagai pencetak kader-kader pemimpin bangsa.

Pendidikan Kewarganegaraan di Perguruan Tinggi diberikan pemahaman filosofi secara ilmiah meliputi pokok-pokok bahasan, yaitu : Wawasan Nusantara, Ketahanan Nasional, Politik dan Strategi Nasional.

1. Saran.

Demi terwujudnya generasi penerus yang mempunyai jiwa kebangsaan yang kuat ataupun jiwa nasionalisme mohon pelajaran pendidikan Kewarganegaraan bagi mahasiswa tetap dimasukan dalam kurikulum pendidikan sebagai mata kuliah dasar umum .

Awal Mula Sejarah Kota Padang

Sejarah Kota Padang – Pada artikel terdahulu kita telah mempelajari sejarah kota palembang. Dimana sebenarnya banyak terdapat kota-kota besar di Indonesia yang tentunya anda semua sudah pada mengenalnya meskipun belum tahu asal usul sejarahnya. Pada kesempatan-kesempatan berikutnya insya Allah awalmula.com akan mengangkap sejarah awal mula kota di seluruh Indonesia, dan pada kesempatan yang baik ini, awalmula.com mengutip sejarah kota padang. Seperti yang kita ketahui, kota padang merupakan kota terbesar di pesisir barat pulau Sumatera dan merupakan ibu kota provinsi Sumatera Barat, Indonesia. Sejak masa kolonial Hindia-Belanda, Kota Padang telah menjadi pelabuhan utama dalam perdagangan emas, teh, kopi, dan rempah-rempah. Memasuki abad ke-20, ekspor batu bara dan semen mulai dilakukan melalui Pelabuhan Teluk Bayur. Nama kota ini dirujuk menjadi sebutan lain untuk etnis Minangkabau, serta digunakan juga untuk menyebut masakan khas mereka, yang pada umumnya dikenal dengan nama Masakan Padang. Berikut adalah sejarah lengkap kota padang, semoga artikel ini dapat bermanfaat bagi kita semua dan tentunya menambah ilmu pengetahuan kita.

Kota Padang berawal dari pemukiman di tepi air, tepatnya di muara Sungai Batang Arau ke Samudera Hindia. Pada waktu itu Padang merupakan sebuah perkampungan nelayan kecil. Penduduk pada waktu itu terdiri atas orang-orang Rupit dan Tirau (Non Minangkabau). Mereka bekerja sebagai nelayan mengarungi samudera dengan kapal-kapal kecil mereka yang disandarkan di bibir muara. Pada abad ke–14 (1340-1375) Kota Padang dikenal sebagai kampung nelayan dengan sebutan Kampung Batung yang diperintah oleh Penghulu Delapan Suku. Tidak ada data yang pasti siapa yang memberi nama kota ini Padang. Yang jelas sejak kedatangan Bangsa Belanda ke kota ini, penduduknya sudah cukup banyak dengan bermukim disepanjang Sungai Batang Arau. Diperkirakan Kota Padang pada zaman dahulu berupa sebuah dataran atau padang yang sangat luas yang ditumbuhi semak-semak kecil, rumput-rumput, lalang, sikejut dan sebagainya. Oleh sebab itu orang-orang yang datang pertama kali memberi nama kota ini Padang.

Setelah berabad-abad dikuasai Kerajaan Pagarruyung (Minangkabau), pada abad ke-16 Daerah Pesisir Minangkabau termasuk Padang diserahkan oleh Besar Empat Balai (Majelis tertinggi di Kerajaan Minangkabau) kepada Kerajaan Aceh untuk membayar kesalahan raja Minangkabau pada raja Aceh. Pada abad ke-17 Kota Padang berhasil ditemukan VOC (Vereenigde Oost Indische Compagnie). Karena memiliki muara yang bagus dan besar VOC pun tertarik untuk membangun pelabuhan yang besar di Padang. Pada tahun 1667 VOC mendapat izin dari penghulu “Orang Kayo Kaciak” mendirikan Loji pertamanya di Padang. Izin ini diberikan sebagai imbalan kepada VOC yang telah membantu penduduk setempat membebaskan diri dari kekuasaan Kerajaan Aceh. Pendirian Loji ini memulai babak Penjajahan Barat di Kota Padang.

VOC lalu membangun Padang sebagai kota pelabuhan dan pemukiman baru. Kota Padang pun tumbuh menjadi kota bandar pelabuhan dan perdagangan yang ramai di pantai barat Sumatera. Bercongkolnya VOC di Kota Padang membuat masyarakat sekitar marah. Pada 7 Agustus 1669 merupakan puncak pergolakan masyarakat Pauh dan Koto Tangah melawan Belanda. Loji-loji Belanda di Muaro, Padang berhasil dikuasai. Peristiwa tersebut diabadikan sebagai tahun lahir Kota Padang. Namun kemudian pergolakan itu berhasil dilemahkan VOC.

Pada 31 Desember 1799 seluruh kekuasaan VOC diambil alih pemerintah Belanda dengan membentuk pemerintah kolonial. Kota Padang dijadikan pusat kedudukan Residen dan pusat pemerintahan wilayah Gouvernement Sumatra’s Westkust yang meliputi Sumatera Barat dan Tapanuli.
Padang tahun 1795

Pada 1 Maret 1906 lahir ordonansi yang menetapkan Padang sebagai daerah Cremente (STAL 1906 No.151) yang berlaku 1 April 1906.

Pada 9 Maret 1950, Padang dikembalikan ke tangan RI yang merupakan negara bagian melalui SK. Presiden RI Serikat (RIS), No.111 tanggal 9 Maret 1950.

Surat Keputusan Gubernur Sumatera Tengah No. 65/GP-50, tanggal 15 Agustus 1950 menetapkan Pemerintahan Kota Padang sebagai suatu daerah otonom sementara menunggu penetapannya sesuai UU No. 225 tahun 1948. Saat itu kota Padang diperluas, kewedanaan Padang dihapus dan urusannya pindah ke Walikota Padang. Pada 29 Mei 1958. Gubernur Sumatera Barat melalui Surat Keputusan No. 1/g/PD/1958 secara de facto menetapkan kota Padang menjadi ibukota propinsi Sumatera Barat.

Tahun 1975 secara de jure Padang menjadi ibukota Sumatera Barat, yang ditandai dengan keluarnya UU No.5 tahun 1974 tentang Pokok-Pokok Pemerintahan di Daerah. Kotamadya Padang dijadikan daerah otonom dan wilayah administratif yang dikepalai oleh seorang Walikota

Audio Tool Program

AUDACITY 1.3.12

Audacity adalah software digital audio editing berbasis open source yang bebas diunduh dan digunakan, serta tersedia untuk aneka platform sistem operasi, meliputi Windows, Mac OS X, dan Linux serta beberapa sistem operasi lainnya. Sesuai fungsinya, Audacity memungkinkan pengguna mengerjakan proyek perekaman dan/atau pengeditan file audio digital serta menambahkan efek-efek seperti fade-in, fade-out, wahwah, echo, reverse, phaser, dsb.

Beberapa fungsi pengeditan file audio digital yang dapat dijalankan oleh Audacity adalah:

* Merekam live audio.
* Mengubah/mengonversi rekaman dari pita kaset atau rekaman analog lain ke format rekaman digital atau CD.
* Mengedit file-file audio dalam format MP3, WAV, Ogg Vorbis, atau AIFF.
* Memotong, Mengkopi, menempelkan (paste), bahkan membuat mixing file audio.
* Mengubah kecepatan dan pitch rekaman, menambahkan berbagai efek, dan banyak lagi fitur yang lain.

Rilis terbaru Audacity adalah versi 1.3.12 (Beta). Mengingat masih versi beta (pengembangan), buat para end-user alias pengguna lebih disarankan untuk mengunduh versi yang lebih lama namun stabil, yakni Audacity 1.2.6, yang dapat dijalankan pada Windows 98/ME/2000/XP/Vista.

7Zip

7-zip mensupport hampir semua format kompresi sama seperti Winrar. Satu satunya format yang belum disupport oleh 7-zip adalah format *.ace, karena terbentur masalah lisensi.

7-zip mempunyai file manager untuk menjelajah isi harddisk anda, berikut ini tampilan file manager tersebut.

Selain menggunakan file manager, 7-zip juga bisa diakses melalui klik kanan sama seperti program kompresi lainnya. Hebatnya lagi program 7-zip ini juga bisa diakses melalui command line (teks mode).

Untuk menggunakan teks mode, pertama buka command prompt melalui menu run lalu ketik cmd. Setelah command prompt windows terbuka, arahkan ke direktori installasi program 7-zip (defaultnya c:\program files\7-zip), dengan cara ketikan perintah :

cd c:\program files\7-zip

sekarang anda tinggal memberi perintah pada program 7-zip.

Contoh perintah untuk mengkompres file/folder (format *.zip) :

7z a -tzip coba.zip lang\

Untuk perintah perintah yang lain bisa anda lihat di dokumentasi software. Teks mode ini berguna pada saat anda ingin mengkompres maupun dekompres file atau folder dalam jumlah yang sangat banyak.
